CO-FOUNDER AND MANAGING PARTNER
Quincy Allen is Co-Founder and Managing Partner of Arc Capital Partners. Along with Neville Rhone, he is responsible for overall firm strategy, investments, asset management, financing and dispositions. Quincy is also primarily responsible for overseeing the firm’s California opportunities.
Quincy is a 25-year veteran of real estate development, portfolio management and investing with over $8 billion of transaction experience. Prior to forming Arc Capital Partners, he was Managing Director and investment committee member of Canyon Capital Realty Advisors (“Canyon”). At Canyon, Quincy led the acquisitions team for the Canyon-Johnson Urban Funds and invested opportunistic debt and equity capital in over $3 billion of real estate. Prior to joining Canyon, Quincy was an executive with Lazard Frères focused on real estate portfolio management. Prior to joining Lazard, he was a Vice President of acquisitions with Archstone Communities, a leading apartment owner-operator, focused on apartments in urban locations. Prior to Archstone, Quincy was an associate with Security Capital Group.
Quincy is an active member of Urban Land Institute, Pension Real Estate Association, the National Multi Housing Council and the International Council of Shopping Centers.
Quincy graduated from Wayne State University with a Bachelor of Science in Finance, Summa Cum Laude and holds an MBA from Harvard Business School. Quincy also enjoys golf, coaching youth sports and family travel.

Neville Rhone is Co-Founder and Managing Partner of Arc Capital Partners. Along with Quincy Allen, he is responsible for overall firm strategy, investments, asset management, financing and dispositions. Neville is also primarily responsible for overseeing the firm’s Texas opportunities.
Neville is a 25-year veteran of real estate development, finance and investing with over $6 billion of transaction experience. Prior to forming Arc Capital Partners, Neville was a Managing Director and investment committee member of Canyon Capital Realty Advisors (“Canyon”). At Canyon, Neville led Texas/Southeast acquisitions and invested in over $1 billion of real estate. Prior to joining Canyon, he was a Vice President at Morgan Stanley focused on real estate investing. Prior to joining Morgan Stanley, Neville was a senior development executive with Tishman Realty Corporation, a leading mixed-use developer and operator located in New York City.
Neville is an active member of the Urban Land Institute, Pension Real Estate Association and the International Council of Shopping Centers. He is also a trustee of the Marlborough School and board member of the Economic Resources Corporation.
Neville graduated from Cornell University with both a Bachelor of Science and Master of Engineering (Civil Engineering) and holds an MBA from Columbia Business School. Neville is also an avid triathlete and marathoner.
Jernine Kim is a Vice President for Arc Capital Partners and supports the acquisitions, asset management and reporting of the firm.
Prior to joining Arc Capital Partners, Jernine was a senior fund accountant at Oaktree Capital Management responsible for performance analyses and investor reporting for funds and separate accounts with $6 billion of invested capital. Prior to Oaktree Capital, Jernine was at Goldman Sachs in New York as a senior accounting officer responsible for investor reporting of $5 billion of Special Situations Group investments. Prior to Goldman Sachs, Jernine was a senior auditor at Deloitte where she earned her CPA.
Jernine graduated from University of Hawaii with a Bachelor of Business Administration with distinction and holds an MBA from UCLA Anderson School of Management. While at UCLA, Jernine was recognized as a Robert Toigo Fellow, a Consortium Fellow and a Forte Foundation Fellow. Jernine also enjoys golf and yoga.
William Rojas is a Vice President for Arc Capital Partners and supports the acquisitions and asset management activities of the firm.
Prior to joining Arc Capital Partners, William was an Associate at Rockwood Capital, a $9.9 billion real estate investment manager. At Rockwood, William executed on over $1.3 billion transactions in joint venture and credit investments in core-plus and value-added real estate. Prior to Rockwood, William held positions at Watt Investment Partners, a Los Angeles based owner-operator, and Wells Fargo Bank in the Institutional Real Estate Banking Group.
William graduated from the University of Southern California’s Marshall School of Business with a Bachelor of Science in Business Administration. William is a member of the Urban Land Institute and is a frequent guest speaker at his alma mater. While at USC, William was a Defensive Back on the USC Football team. William enjoys spending time with his growing family, playing basketball and golf.
ASST VICE PRESIDENT
Daniel Fine is an Assistant Vice President for Arc Capital Partners and supports the acquisitions, asset management and reporting of the firm.
Prior to joining Arc Capital Partners, Daniel was a senior analyst at HRI Properties, a New Orleans-based investor and developer. At HRI, Daniel executed over $150 million of multifamily and lodging acquisitions and developments. Prior to HRI, Daniel was at Watermark Capital Partners, a Chicago-based real estate investment advisor and was responsible for the acquisition of $1.2 billion of primarily hotels.
Daniel graduated from Cornell University’s School of Hotel Administration with a Bachelor of Science in Hotel and Restaurant Administration and received an MBA from UCLA Anderson School of Management. While at UCLA, Daniel was recognized as a Peter Bren Distinguished Fellow in Entrepreneurial Real Estate. Daniel is a member of the Urban Land Institute and a board member of FEAST, a non-profit focused on promoting food education, health and wellness in underserved Southern California communities. Daniel enjoys travel, rock climbing, and scuba diving.
Kenny Jackson is the Controller for Arc Capital Partners and supports the accounting, tax, financial reporting and investor reporting activities of the firm.
Prior to joining Arc Capital Partners, Kenny was a Vice President of Accounting at Imperial Capital Asset Management, LLC, an investment manager with a diverse portfolio of assets located in Los Angeles. At Imperial, Kenny oversaw the accounting, financial and investor reporting for over $300 million in assets spread over four investment portfolios, inclusive of a hedge fund, real estate fund, tax lien investment portfolio, and legal funding investment portfolio. Prior to Imperial, Kenny worked as an Audit Manager at KPMG, LLP in the Los Angeles office servicing asset management, private equity, and real estate clients.
Kenny graduated with distinction from the California State University, Northridge with a Bachelor of Science in Accountancy and a Bachelor of Science in Business Administration. Kenny is a Certified Public Accountant and is a member of the AICPA. Kenny also enjoys reading and spending time with his family and friends.
